Pennsylvania – Outbound Moves: 51.2%

Pennsylvania was once one of the best states to reside in, but the same cannot be said now. Its manufacturing sector, which employed close to 10% of the workforce, lost about 80,000 jobs between 2008 and 2018.
The industry, which is among the biggest employers in the state, is yet to recover, and most of the people moving out are in search of better jobs.
On the other hand, taxes are relatively low in this state, but that also translates to little maintenance of public facilities, which is also contributing to the negative migration rate.
