Being one of the characters in Disneyland sounds like a pleasant, magical gig, but they also strictly adhere to a set of training and rules. As listed by The Gamer, cast members are carefully trained to stay in character. They are even required to study their roles and watch their movies to catch mannerisms and the like.

They are apparently forbidden to remove their costumes inside the premises. This cast member must probably have a good reason for taking his headdress off, although he looks happy. He still should ensure that no child saw him as it could ruin the magic.
